Forum Software Upgraded to 4.5

I've upgraded the forum to version 4.5 today.

This should improve the text editor and mobile experience, as well as add some extra functionality I have yet to review. There may be some odd behaviour whilst I play with settings over the next few days.

One thing to note is that support for BBCode (square brackets used for formatting since the early days of online bulletin boards) has been dropped as modern rich text editors make it redundant.
